[Decorate] Height-Sensitive USESPECIAL

Currently, USESPECIAL treats actors as infinite-height, while I would prefer my switchable objects to only activate if you are within vertical range.

Could an additional [wiki=Actor_properties#Activation]Activation[/wiki] flag be added to enforce a vertical range check? (THINGSPEC_CheckUseHeight might be a good name.)
