VHS grain camera filter

I've been looking around for a while now and I want to pull off an effect like a VHS or like the camera effect in Soundless Mound
I looked in the Soundless mound PK7 file and found a shaders folder with another glsl folder inside containing a grain.frag file and another called retro.frag. I believe that's what I'm looking for, But I have no idea how to implement something similar into my project. Do you guys have any clue where to start?

While actually adding it to GZDoom is beyond me, I do know the first thing you'll want is to get a shader of the effect you want. Shadertoy.com is a good place to start (albeit one that takes a long while to load in some browsers); I found this effect that may be what you're looking for.
