BlockLinesIterator?

Can anyone tell me the semantics of this iterator? One thing I'd like to find out more is for lines intersecting with an actor, particularly their bounding box to see if they can cross over lines they're touching in particular.

And speaking of which, what would be a good way to determine if an actor is actually touching a line when running through the iterator?
