Most of id games using idtech with hardware renderer are OpenGL only, no DirectX renderer, until idtech7(DooM Eternal), which will Vulkan only.

Google GPL'd SwiftShader and made both the OpenGL and D3D9 components open source. They did it because they were frustrated with Mesa and was unhappy with how it performed for Chrome/Chromium, so naturally SwiftShader is now included in all copies of Google Chrome. Google does not develop SwiftShader any further beyond the GLES portions used by Chromium, but it still works.
