Can you please re-write the question, so others could understand it?

To be honest, I simply don't understand what you're asking for. You mean, some sound effect, or the video effect,or what?

That's a simple green screen trick. Pretty much any PC made past 2005 can accomplish that with no hassle.

Yeah, that'd just be compositing one shot over another using either a green screen for chroma-keying or hand-rotoscoping an outline around the subject and sidewalk. Probably mostly the latter, for manual handling of the hair and easily matching the lighting.
