Synth bass and electric piano would be the instruments of choice here, along with probably the electronic drumkit (24). You'd struggle making it sound like a piece of electronic dance music though, and while you could simulate the spliced-up voice clips by dipping the volume up and down at specific intervals, you would still be dealing with rudimentary MIDI instruments.

The only "converters" that were ever passable could only handle piano solos.
Your best bet would be a composer with perfect auditory memory, but who has one of those just lying around?

Well, there is a very talented musician among us, who can be hired for MIDI jobs, but alas, he is very preoccupied right now.
