Major update for my shader. This is now a combination of texture and postprocess shader
textures get dithered. blended textures get a different blocky dither table. There is no postprocess dithering.
A better and more obvious application for this shader would be a glide wrapper

I'm not sure which colour the fog should be in this building. The building is a warehouse based on something that I sketched out about a week or two ago.
