This is a bug with r_fogboundary. Honestly I don't know if it can be fixed easily.

It appears this had been present ever since 3D floors were added.

I believe this zandronum bug report shows the same problem, so this is a very old bug.

If anywhere on the map exist 3D floor and you look from the sector with the fog to the sector without the fog, you see this:
