1. Fixed.
2. If you tell him you'll go to the governor, the alarm sounds when you kill him. If you take the second choice and demand the money from him, then killing him opens that door.

Having never played Strife I don't know if this is a bug, but if you return to the tavern with the chalice in your possession all the alarms in the town go off.
By design. The chalice quest is a setup.
Talk to him, accept the quest, kill him, and the switch door will open. Make sure the door is closed when you kill him, although I'm not sure if that matters...
All that matters is that you use a stealth weapon (poison bolts/knife). The code that opens up the switch only becomes active after a certain conversation branch, so like he said--just accept the quest, take the free crossbow bolts, exit conversation, and kill him quietly.

I think that was intentional, it also happens if you take the chalice in front of the power plant.

It also trips alarms, but i dont think u can hear 'em.

- When you get the crossbow, you are able to select the poison arrow mode even though you have no poison arrows
- Killing the guy in the bar after you talk to him is supposed to open a door for you to flip a switch, not trip the alarms
