Hmmm, interesting. Right now the only way to make custom blood effects is to add some A_Spawn or A_Debris stuff into their pain frames. But that would only work if the monster is actually in pain. Most people don't set the pain chance too high otherwise the game would be too easy. With the mentioned method, a normal pain chance would result in the custom blood effects appearing randomly, not all the time.
But I still vote for the ability to modify the blood splat's behaviour through DECORATE!

Right now the blood splats are hard coded for each game.
You know what always annoyed me? Okay, see, the fact is, the actors are all squares. So when you shoot a wide monster, say the Mancubus or the Cacodemon, you get a PERFECTLY STRAIGHT line of blood splats. It gets even worse when you use DeHacked modifications similar to Enjay's trick that lets blood splats stay on the floor - you will see a perfectly straight line on the floor. It's even WORSE when you shoot at the monsters from an angle; you'd get a perfectly L-shaped trail on the floor!
I love Heretic and Hexen's blood splats, because they sort of jump out, so their landing spot is somewhat more random that Doom's.
Of course, if we could edit the internal blood splats through DECORATE, we could do so much more; blood trails, etc. Think Blood and Shadow Warrior.
