Where does that new dependency come from? It shouldn't be there unless something wasn't configured properly. Did you actually compile libsndfile from vcpkg instad of just shipping the official one?

re: dll set, this was the set of .dll's compiled out of vcpkg which was also used to build the release.

When I try to start 4.13.1 I get the following:

I also note that the DLLs included in the 4.13.1 zip are very different from those in the 4.13.0 zip. Relevant?
