The thing here is that a) to do 4x scaling you need two downscaling passes to properly filter the image and b) this would in no way be representative for any kind of weaker hardware at all.

It would be handy if I were making a level on certain hardware, and want to see how it would run on other peoples' hardware which may be significantly lower than my own.
