This is known, must have forgotten to re-post it thinking that it was already addressed.
I've ran into this during my tests as well. It seems to be distance/height (or both) dependant, if you stand too far away, like, on the platform where the switch that activates the ray is, getting hit by it will do nothing, Duke will still make noises but never shrinks.
Instead, you have to stay on the other platform, right in front of the ray to be shrunk. Another dumb bug, most likely caused by the "new" clipping code...
