The freeze cheat and similar things don't set the freeze flags correctly. This causes loaded and new games to keep the previous freeze state. It's also restored incorrectly, making some things end up frozen while others still move.
Steps to reproduce:
- Use the freeze CCMD
- Start a new game or load a saved game
- Freeze will still be in the state it previously was, instead of being correctly set/reset.
