No, that's normal. When the menu is on the game doesn't run and the light update happens in the tick code which requires the game to be unpaused.

Works for me as of g3.8pre-89-gb386a0935. But I have to note that if I turn dynamic lights off and then turn them back on without leaving the menu, they won't show up until I close the menu and resume playing. Not sure if this constitutes a bug...

In OpenGL, if you go to the menu and toggle dynamic lights for OpenGL off, and then back on, the dynamic lights won't come back.
