There is a fork of GZDoom that was used for PSX and Doom64 TCs. It has a "pagedefs" file that can be used to script movies from images stored in the PK3. So it basically does what you suggest, but in a dedicated control lump kind of way.
I have no idea how "clean" it is code-wise (i.e. Graf et al may be able to come up with something better) but I have suggested that it might be considered for inclusion in GZDoom when the devs are less busy with their current, quite considerable, priorities.
