The flicker special is of limited use because multiple flickering sectors (lit by one light source, such as a candle prop or fluorescent light texture) will all flicker randomly, which is illogical. I'm aware a synchronized effect can be created with ACS, but that's significantly less convenient than a sector special that automatically synchronizes adjacent sectors' flickering.
