As noted here.
In the P_TalkFacing function in p_map.cpp, the check for the MF4_INCOMBAT flag didn't get reversed when the function was re-written during portal prep... So unless the actor is fighting back, the conversation check fails.
Right now, Strife conversations don't work, but if you punch the actor and get them to fight you, then you can press use and the conversation starts working.
