Load up the example wad and hit the switch. The 3D water will not quake with the rest of the scene.
3D walls do shake properly, the problem is only with the flats.

Heh, interesting effect. For info, it doesn't happen in GZDoom, only ZDoom.

This is a bug in the 3D floors for software, as it works just fine in OGL. (And yes, it doesn't shake in software.)
