What does PowerTargeter do?

So far I haven't found a description on the wiki for [wiki]Classes:PowerTargeter[/wiki], searching for it didn't yield any results.

Just wondering what this thing does? Maybe if there's a specific file in the zdoom source someone could point me to I could try and figure it out if someone knows where to direct me to.

There's a strife cheat code that uses it when you type 'pumpupt', I seem to have lost my strife copy though so I can't test it

Hate to barge in to correct it, but it's best to not use Wikia any more and instead link to http://doomwiki.org, i.e. http://doomwiki.org/wiki/Targeter , just so those who visit it won't inadvertently use the site on the wrong side of the fork.
