2. Tint layers no, it'll go against the support for vertex lighting, single surface direction, and also the game can't mix lighting in with color tinting nor can manage/upload new tinted textures in real time.

4. It's suitable, though there is 0 monster code. There was once a single player mod called The Dark Conjunction. There was also a hordey mod called Hunt. More recently there has been a singleplayer scripting-heavy q3 mod called EntityPlus.
