Nah, it depends on who you ask. For many people on Doomworld, a megawad is a full 32-level replacements for Doom 2, with a mancubus+arachno combo at map07, a secret exit at map15, a super-secret exit at map31, and a fight against a big wall at map30.
+the first 11 maps are base-themed, the next 9 city/brick-themed and the last 10 hell-themed. :P

1.Talosian Incident-I loved Talosian incident right from the moment I started playing it.The contributors really knew how to give you the sense that the wad was set up like a Hub.Great work!
2.Eternal Doom-The feeling of jumping back and forth through time always came across as ingenious.Though it gave me a bit of Timeshock when I went from Medieval times to modern and then jumping forward into some time period that looked like Earth had been wiped out.Still waiting for Oblivion to recreate that feeling :)
3.Demon Eclipse Ep 1&2-I loved how I was given Demonic stylized weaponry on my trip through hell.The Map designs where well thought out and flowed beautifully.
4.Fragport-The most memorable moment of this wad was when I was in the mines that began flooding,despite a few technical errors the wad was still enjoyable
5.NDCP-I'm still playing this one with the Doom 3 Experience mod and the PSXmusic...great combo by the way.There are alot of memorable maps done by the best of the best in the doom modding community.I never found a level I didn't like on that wad.
6.Wolf 3D TC-This classic was amazingly recreated to run with Zdoom support,I still play it off and on when I'm itching for some nazi asskicking action.*Sigh* brings back memories when I played Wolf 3d the first time :)
7.Arctic Wolf-Laz's wolfendoom series was masterfully done IMO.It retained the wolf3d feel with the doom engine.
8.Hellcore-The map's done in this wad where B-E-A-UTIFUL!They are very well done with a keen eye to detail on everything.The maps are a little short on Ammo and Health packs so you run into a few Flight or Die situations,but for the most part I like the whole "Survival" feeling
9.Neo doom-The Wad introduced alot of new weapons...along with alot of new ass kicking demons.The Maps flow well as you progress.Now if Daniel would come back and do some newer mods.
10.Wonderful Doom-A remake of the 4 episodes of the original doom.Throughout the wad the maps where adjusted here and there to bring a different feel,but alongside this there where some areas that where remade completely.

Though by contrast, a megawad can also be a full 3- or 4-episode replacement for (Ultimate) Doom, or most probably full game replacements for Strife, HeXen, Heretic and Chex Quest too.

Definitions of a megawad pertaining to a Doom2 styled IWAD are, as I know them, as follows:

-32 levels, following the basic doom2.wad format (ie. as Gez described it)
-A full 32 level replacement (think Fragport rather than Scythe, for what I mean here)
-Any wad with over 15 levels in it (So my own Scourge qualifies here, as does ZPack, as do wads with more than 32 levels for example)

Doom instead does episode replacements and then megawads, making it easy to distinguish between the two definitions. Other episodic games would probably work the same way. Hub based games probably instead work as hub replacements or full game replacements. No idea here though, as they crop up rarely.

Look at Cacowards for best picks. There may even be megawads among it.
